  1.1                          A bill for an act
  1.2             relating to water; establishing a grant program to 
  1.3             support water exploration activity; appropriating 
  1.4             money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [WATER EXPLORATION MATCHING GRANT.] 
  1.7      The commissioner of natural resources shall establish and 
  1.8   implement a groundwater exploration matching grant program.  
  1.9   Within the limits of available appropriations for the program, 
  1.10  the commissioner shall make grants to municipal and rural water 
  1.11  systems in the area which would be served by the proposed Lewis 
  1.12  and Clark rural water system.  The municipal and rural water 
  1.13  systems may apply for grants under this section under guidelines 
  1.14  established by the commissioner. 
  1.15     Sec. 2.  [MATCHING REQUIREMENT.] 
  1.16     Grants to municipal and rural water systems under section 1 
  1.17  must be matched on a one-to-one basis by nonstate funds. 
  1.18     Sec. 3.  [APPROPRIATION.] 
  1.19     $....... is appropriated from the general fund for the 
  1.20  biennium to the commissioner of natural resources for grants to 
  1.21  municipal and rural water systems for support of groundwater 
  1.22  exploration activities under section 1.  The appropriation does 
  1.23  not lapse but is available until expended.
