  1.1                          A bill for an act 
  1.2             relating to economic development; establishing an 
  1.3             economic development advisory committee; proposing 
  1.4             coding for new law in Minnesota Statutes, chapter 116J.
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [116J.015] [ECONOMIC DEVELOPMENT ADVISORY 
  1.7   COMMITTEE.] 
  1.8      Subdivision 1.  [ESTABLISHMENT; DUTIES.] An economic 
  1.9   development advisory committee (EDAC) is established.  The EDAC 
  1.10  shall advise the department of trade and economic development on 
  1.11  economic development funding, programs, and expenditures made by 
  1.12  the department.  The EDAC shall (1) bring to the attention of 
  1.13  the department any matters that the EDAC deems necessary, (2) 
  1.14  review and comment upon matters as requested, and (3) assist the 
  1.15  department in carrying out its mission under section 116J.011.  
  1.16  The commissioner shall refer proposals to the EDAC before 
  1.17  submitting recommendations to the governor and the legislature.  
  1.18  The commissioner may provide staff to the EDAC to assist it in 
  1.19  carrying out its purpose. 
  1.20     Subd. 2.  [MEMBERSHIP; TERM; COMPENSATION.] The committee 
  1.21  shall consist of 30 individuals representing public and private 
  1.22  entities with general expertise in economic development 
  1.23  initiatives and planning.  The EDAC consists of the following 
  1.24  members: 
  1.25     (1) a person appointed by the governor, who shall act as 
  2.1   chair; 
  2.2      (2) one legislator appointed by the speaker of the house of 
  2.3   representatives; 
  2.4      (3) one legislator appointed by the majority leader of the 
  2.5   senate; 
  2.6      (4) the commissioner of transportation or the 
  2.7   commissioner's designee; 
  2.8      (5) the commissioner of trade and economic development or 
  2.9   the commissioner's designee; 
  2.10     (6) the commissioner of agriculture or the commissioner's 
  2.11  designee; 
  2.12     (7) the commissioner of iron range resources and 
  2.13  rehabilitation or the commissioner's designee; 
  2.14     (8) the commissioner of the housing finance agency or the 
  2.15  commissioner's designee; 
  2.16     (9) the chancellor of the Minnesota state colleges and 
  2.17  universities or the chancellor's designee; 
  2.18     (10) one representative, appointed by the governor, from 
  2.19  each of the following groups or organizations:  the Minnesota 
  2.20  association of professional county economic developers, the 
  2.21  economic developers association of Minnesota, the Minnesota 
  2.22  chamber of commerce executives, the agriculture utilization 
  2.23  research institute, the Minnesota technologies institute, the 
  2.24  Minnesota housing partnership, a rural development finance 
  2.25  authority, a 504 lender and certified development corporation, a 
  2.26  Minnesota workforce center, the association of Minnesota 
  2.27  counties, the league of Minnesota cities, a McKnight rural 
  2.28  initiative organization, a small business development 
  2.29  commission, a rural development commission, and a SCORE district 
  2.30  office; and 
  2.31     (11) six at-large members, appointed by the governor, who 
  2.32  are economic development professionals. 
  2.33  Members of the committee shall serve without compensation.  At 
  2.34  least one-half of the members of EDAC must be from outside of 
  2.35  the metropolitan area as defined in section 473.121, subdivision 
  2.36  2.  The term of members of the EDAC shall be three years. 
  3.1      Subd. 3.  [SUNSET.] Notwithstanding section 15.059, 
  3.2   subdivision 5, this section expires June 30, 2008.
