A bill for an act
relating to higher education; appropriating money to the Board of Trustees of
the Minnesota State Colleges and Universities and the Board of Regents of the
University of Minnesota.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $80,000,000 is appropriated from the general
fund to the Board of Trustees of the Minnesota State Colleges and Universities for the
biennium ending June 30, 2015.

budget may not release funds appropriated under this section until the Board of Trustees
has certified to the commissioner that it has eliminated the practice of awarding financial
bonuses to administrators, including the system chancellor, presidents, vice-presidents,
and deans of individual schools and programs.

has certified to the commissioner that it has taken direct action that will reduce the
percentage of the university's expenses attributable to the cost of executive administration,
including reductions in salary, fringe benefits, and other compensation or discretionary
funding provided to the president, vice-presidents, chancellors, the provost, vice-provosts,
and deans and directors of individual schools and programs.
