  1.1                          A bill for an act
  1.2             relating to the legislature; requiring rotation of 
  1.3             committee and division chairs; proposing coding for 
  1.4             new law in Minnesota Statutes, chapter 3. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [3.053] [ROTATION OF COMMITTEE AND DIVISION 
  1.7   CHAIRS.] 
  1.8      A member of the house of representatives or senate may not 
  1.9   serve as a chair of a standing committee or a division of a 
  1.10  standing committee for more than five consecutive regular 
  1.11  sessions nor as the chair of the same committee or division of 
  1.12  the committee, or a committee or division with substantially the 
  1.13  same jurisdiction, for more than three consecutive regular 
  1.14  sessions. 
  1.15     Sec. 2.  [EFFECTIVE DATE.] 
  1.16     Section 1 is effective January 1, 1997.  Service as a chair 
  1.17  before and after the effective date of section 1 shall be 
  1.18  counted in determining the limits established by section 1.
