A bill for an act
relating to human services; appropriating money for a grant for services to
persons with intellectual and developmental disabilities.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; SERVICES TO PERSONS WITH
INTELLECTUAL AND DEVELOPMENTAL DISABILITIES.

new text begin $490,000 is appropriated for the 2016-2017 biennium from the general fund to
the commissioner of human services for a grant to Advocating Change Together to
maintain and promote services for persons with intellectual and developmental disabilities
throughout the state. Of this appropriation:

new text begin (1) $120,000 is for direct costs associated with the delivery and evaluation of
peer-to-peer training programs administered throughout the state, focusing on education,
employment, housing, transportation, and voting;

new text begin (2) $280,000 is for outreach activities that include:
new text end

new text begin (i) delivery of a variety of statewide conferences focusing on leadership,
self-advocacy, and community engagement skills within the disability community;
new text end

new text begin (ii) coordinating an annual leadership program for persons with intellectual and
developmental disabilities;
new text end

new text begin (iii) providing subgrants to organizations in regions across the state to conduct
outreach to persons working and living in institutionalized settings to educate and inform
them about community options;
new text end

new text begin (iv) providing technical assistance and support to a network of groups across the
state working to comply with integration mandates; and
new text end

new text begin (v) developing community inclusion training materials accessible to persons with
cognitive, sensory, and physical disabilities; and

new text begin (3) $90,000 is for administrative and general operating costs associated with
managing or maintaining facilities, program delivery, staff, and technology.
