  1.1                          A bill for an act
  1.2             relating to metropolitan transit; appropriating money 
  1.3             and providing for continued financing through certain 
  1.4             social fares for security measures on metropolitan 
  1.5             council transit vehicles; amending Minnesota Statutes 
  1.6             1994, section 473.408, subdivision 2, and by adding a 
  1.7             subdivision. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1994, section 473.408, 
  1.10  subdivision 2, is amended to read: 
  1.11     Subd. 2.  [FARE POLICY.] (a) Fares and fare collection 
  1.12  systems shall be established and administered to accomplish the 
  1.13  following purposes: 
  1.14     (1) to encourage and increase transit and paratransit 
  1.15  ridership with an emphasis on regular ridership; 
  1.16     (2) to restrain increases in the average operating subsidy 
  1.17  per passenger; 
  1.18     (3) to ensure that no riders on any route pay more in fares 
  1.19  than the average cost of providing the service on that route; 
  1.20     (4) to ensure that operating revenues are proportioned to 
  1.21  the cost of providing the service so as to reduce any disparity 
  1.22  in the subsidy per passenger on routes in the transit system; 
  1.23  and 
  1.24     (5) to implement the social fares as set forth in 
  1.25  subdivision 3 2b.  
  1.26     (b) The plan must contain a statement of the policies that 
  2.1   will govern the imposition of user charges for various types of 
  2.2   transit service and the policies that will govern decisions by 
  2.3   the council to change fare policy. 
  2.4      Sec. 2.  Minnesota Statutes 1994, section 473.408, is 
  2.5   amended by adding a subdivision to read: 
  2.6      Subd. 2b.  [SOCIAL FARES.] For the purposes of raising 
  2.7   revenue for improving public safety on transit vehicles and at 
  2.8   transit hubs or stops, the council shall review and adjust its 
  2.9   social fares as they relate to passengers under the age of 18 
  2.10  during high crime times provided that the increased revenues are 
  2.11  dedicated to improving the safety of all passengers. 
  2.12     Sec. 3.  [APPROPRIATION.] 
  2.13     $354,000 is appropriated from the general fund to the 
  2.14  metropolitan council for the purpose of providing security 
  2.15  measures on transit vehicles, including but not limited to 
  2.16  plexiglass enclosures for drivers and on-bus surveillance 
  2.17  cameras.  This appropriation is available until expended. 
  2.18     Sec. 4.  [APPLICATION.] 
  2.19     This act applies in the counties of Anoka, Carver, Dakota, 
  2.20  Hennepin, Ramsey, Scott, and Washington.
