  1.1                          A bill for an act
  1.2             relating to housing; eliminating the funding limit on 
  1.3             Youthbuild grants; permitting the agency to use part 
  1.4             of the appropriation for administrative costs; 
  1.5             appropriating money; amending Minnesota Statutes 1996, 
  1.6             section 268.362, subdivision 2; proposing coding for 
  1.7             new law in Minnesota Statutes, chapter 268. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1996, section 268.362, 
  1.10  subdivision 2, is amended to read: 
  1.11     Subd. 2.  [GRANT APPLICATIONS; AWARDS.] Interested eligible 
  1.12  organizations must apply to the commissioner for the grants.  
  1.13  The advisory committee must review the applications and provide 
  1.14  to the commissioner a list of recommended eligible organizations 
  1.15  that the advisory committee determines meet the requirements for 
  1.16  receiving a grant.  The total grant award for any program may 
  1.17  not exceed $80,000 per year.  In awarding grants, the advisory 
  1.18  committee and the commissioner must give priority to: 
  1.19     (1) continuing and expanding effective programs by 
  1.20  providing grant money to organizations that are operating or 
  1.21  have operated a successful program that meets the program 
  1.22  purposes under section 268.364; and 
  1.23     (2) distributing programs throughout the state through 
  1.24  start-up grants for programs in areas that are not served by an 
  1.25  existing program. 
  1.26     To receive a grant under this section, the eligible 
  2.1   organization must match the grant money with at least an equal 
  2.2   amount of nonstate money.  The commissioner must verify that the 
  2.3   eligible organization has matched the grant money.  Nothing in 
  2.4   this subdivision shall prevent an eligible organization from 
  2.5   applying for and receiving grants for more than one program.  A 
  2.6   grant received by an eligible organization from the federal 
  2.7   Youthbuild Project under United States Code, title 42, section 
  2.8   5091, is nonstate money and may be used to meet the state match 
  2.9   requirement.  State grant money awarded under this section may 
  2.10  be used by grantee organizations for match requirements of a 
  2.11  federal Youthbuild Project. 
  2.12     Sec. 2.  [268.3625] [ADMINISTRATIVE COSTS.] 
  2.13     The commissioner may use up to .. percent of the biennial 
  2.14  appropriation for Youthbuild to pay costs incurred by the 
  2.15  department in administering Youthbuild during the biennium. 
  2.16     Sec. 3.  [APPROPRIATION.] 
  2.17     $....... is appropriated from the general fund to the 
  2.18  commissioner of economic security for the purposes of Youthbuild 
  2.19  under Minnesota Statutes, sections 268.361 to 268.366.  This 
  2.20  appropriation is available until June 30, 1999.
