  1.1                          A bill for an act
  1.2             relating to capital investment; authorizing spending 
  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature relating 
  1.5             to commuter rail service; authorizing issuance of 
  1.6             bonds; appropriating money. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [COMMUTER RAIL.] 
  1.9      $60,000,000 is appropriated from the bond proceeds fund to 
  1.10  the commissioner of transportation to acquire right-of-way for 
  1.11  and to design, construct, and equip commuter rail infrastructure 
  1.12  in the Northstar corridor, as identified in the Minnesota 
  1.13  department of transportation's commuter rail system plan.  This 
  1.14  appropriation is not available until a full-funding grant 
  1.15  agreement has been executed with the federal transit 
  1.16  administration for 50 percent of the total project costs. 
  1.17     Sec. 2.  [BOND SALE.] 
  1.18     To provide the money appropriated in section 1 from the 
  1.19  bond proceeds fund, the commissioner of finance shall sell and 
  1.20  issue bonds of the state in an amount up to $60,000,000 in the 
  1.21  manner, on the terms, and with the effect prescribed by 
  1.22  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  1.23  Minnesota Constitution, article XI, sections 4 to 7. 
  1.24     Sec. 3.  [APPROPRIATION.] 
  1.25     $32,000,000 is appropriated from the general fund to the 
  1.26  commissioner of transportation to acquire, design, construct, 
  2.1   and equip commuter rail service in the Northstar corridor, as 
  2.2   identified in the Minnesota department of transportation's 
  2.3   commuter rail system plan.  This appropriation must be used to 
  2.4   match federal funds for the project and is available until spent.
  2.5      Sec. 4.  [EFFECTIVE DATE.] 
  2.6      Sections 1 to 3 are effective the day following final 
  2.7   enactment.
