  1.1                          A bill for an act 
  1.2             relating to transportation; establishing special 
  1.3             license plates for child abuse prevention; dedicating 
  1.4             fees collected; appropriating money; proposing coding 
  1.5             for new law in Minnesota Statutes, chapter 168. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [168.1291] [SPECIAL LICENSE PLATES FOR CHILD 
  1.8   ABUSE PREVENTION.] 
  1.9      Subdivision 1.  [GENERAL REQUIREMENTS AND PROCEDURES.] The 
  1.10  registrar shall issue special license plates for child abuse 
  1.11  prevention to an applicant who: 
  1.12     (1) is an owner or joint owner of a passenger automobile, 
  1.13  pickup truck, or van; 
  1.14     (2) pays a fee of $10 to cover the costs of handling and 
  1.15  manufacturing the plates; 
  1.16     (3) pays the registration tax required under section 
  1.17  168.013; 
  1.18     (4) pays the fees required under this chapter; 
  1.19     (5) contributes at least $25 annually for the children's 
  1.20  trust fund for prevention of child abuse established in section 
  1.21  257.802; and 
  1.22     (6) complies with laws and rules governing registration and 
  1.23  licensing of vehicles and drivers. 
  1.24     Subd. 2.  [DESIGN.] The registrar shall design the special 
  1.25  license plates to include a background design, emblem, or colors 
  2.1   that designate the license plate as a "Kids First" license plate.
  2.2      Subd. 3.  [NO REFUND.] Contributions under this section 
  2.3   must not be refunded. 
  2.4      Subd. 4.  [PLATE TRANSFERS.] Notwithstanding section 
  2.5   168.12, subdivision 1, on payment of a transfer fee of $5, 
  2.6   plates issued under this section may be transferred to another 
  2.7   passenger vehicle, pickup, or van owned or jointly owned by the 
  2.8   person to whom the special plates were issued. 
  2.9      Subd. 5.  [FEES CREDITED.] The fees collected under this 
  2.10  section, not including money collected for the children's trust 
  2.11  fund for prevention of child abuse, must be deposited in the 
  2.12  state treasury and credited to the highway user tax distribution 
  2.13  fund. 
  2.14     Subd. 6.  [CHILD ABUSE PREVENTION.] Except for one percent 
  2.15  that may be retained by the registrar for administrative costs, 
  2.16  all money received under this section must be remitted by the 
  2.17  registrar to the children's trust fund for prevention of child 
  2.18  abuse to be awarded to the councils for community education 
  2.19  projects. 
  2.20     Sec. 2.  [APPROPRIATION.] 
  2.21     $10,000 is appropriated from the highway user tax 
  2.22  distribution fund to the commissioner of public safety to pay 
  2.23  the costs of the first production of special license plates for 
  2.24  child abuse prevention.
