A bill for an act
relating to transportation; governing light rail transit operating costs; amending
Minnesota Statutes 2016, section 473.4051, subdivision 2.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2016, section 473.4051, subdivision 2, is amended to read:


Subd. 2.

Operating costs.

a light rail transit line

new text begin (1) the light rail transit line is in revenue operations as of the effective date of this section;
or

new text begin (2) a law is enacted on or after the effective date of this section making an appropriation
that (i) is from state sources, (ii) specifies the light rail transit project, and (iii) is for a portion
of project capital costs.

new text begin (b) For a light rail transit line that does not meet the requirements in paragraph (a), all
operating and ongoing capital maintenance costs must be paid from nonstate sources.

new text begin (c) For purposes of this subdivision, a light rail transit extension that adds additional
stops is a separate project or light rail transit line.
