  1.1                          A bill for an act 
  1.2             relating to game and fish; establishing an advisory 
  1.3             committee for migratory waterfowl policy; proposing 
  1.4             coding for new law in Minnesota Statutes, chapter 97A. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [97A.096] [MIGRATORY WATERFOWL ADVISORY 
  1.7   COMMITTEE.] 
  1.8      Subdivision 1.  [COMMITTEE ESTABLISHED; MEMBERSHIP.] The 
  1.9   migratory waterfowl advisory committee is established to assist 
  1.10  in developing the state position on issues before the 
  1.11  Mississippi Flyway Council.  The advisory committee shall have 
  1.12  eight members chosen by the commissioner.  The commissioner 
  1.13  shall select three private citizens with expertise in migratory 
  1.14  waterfowl management, three legislators, and two members of the 
  1.15  state's congressional delegation.  No member shall be an 
  1.16  employee of the department of natural resources. 
  1.17     Subd. 2.  [PURPOSE; DUTIES.] The state representative and 
  1.18  technical representatives to the Mississippi Flyway Council 
  1.19  shall consult with the migratory waterfowl advisory committee to 
  1.20  develop the state position on issues before the council.  The 
  1.21  advisory committee shall establish a procedure for receiving 
  1.22  citizen comments related to issues before the council. 
  1.23     Subd. 3.  [ADMINISTRATION.] Membership terms, compensation, 
  1.24  and removal are governed by section 15.059, subdivisions 2 to 4. 
  1.25  Notwithstanding section 15.059, subdivision 5, the advisory 
  2.1   committee does not expire.
