  1.1                          A bill for an act 
  1.2             relating to higher education; appropriating money for 
  1.3             energy costs of public post-secondary institutions.  
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [EMERGENCY ENERGY ASSISTANCE.] 
  1.6      Subdivision 1.  [CERTIFICATION.] By February 28, 2001, the 
  1.7   board of trustees of the Minnesota state colleges and 
  1.8   universities and the board of regents of the University of 
  1.9   Minnesota shall certify the heating fuel costs for the 1999-2000 
  1.10  academic year for each campus under the authority of the 
  1.11  respective boards. 
  1.12     Subd. 2.  [CAMPUS.] By February 28, 2001, each campus of 
  1.13  the Minnesota state colleges and universities and the University 
  1.14  of Minnesota shall submit its anticipated heating fuel costs for 
  1.15  facilities for the 2000-2001 academic year to the board of 
  1.16  trustees or the board of regents. 
  1.17     Subd. 3.  [ENERGY COST.] The board of trustees and the 
  1.18  board of regents shall calculate the difference between the 
  1.19  2000-2001 anticipated heating fuel costs under subdivision 2 and 
  1.20  the certified 1999-2000 heating fuel costs under subdivision 1. 
  1.21     Subd. 4.  [REIMBURSEMENT.] The board of trustees and the 
  1.22  board of regents shall reimburse campuses for 97 percent of the 
  1.23  amount calculated under subdivision 3 up to the amount of the 
  1.24  system's appropriation under section 2.  If the amount allocated 
  2.1   to a system is insufficient, the responsible governing board 
  2.2   must proportionately reduce the campus reimbursement. 
  2.3      Sec. 2.  [APPROPRIATION.] 
  2.4      Subdivision 1.  [MINNESOTA STATE COLLEGES AND 
  2.5   UNIVERSITIES.] $5,100,000 is appropriated from the general fund 
  2.6   in fiscal year 2001 to the board of trustees of the Minnesota 
  2.7   state colleges and universities for emergency energy assistance 
  2.8   under section 1.  This appropriation is available until June 30, 
  2.9   2002. 
  2.10     Subd. 2.  [UNIVERSITY OF MINNESOTA.] $3,100,000 is 
  2.11  appropriated from the general fund in fiscal year 2001 to the 
  2.12  board of regents of the university of Minnesota for emergency 
  2.13  energy assistance under section 1.  This appropriation is 
  2.14  available until June 30, 2002. 
  2.15     Sec. 3.  [EFFECTIVE DATE.] 
  2.16     Sections 1 and 2 are effective the day following final 
  2.17  enactment.
