  1.1                          A bill for an act 
  1.2             relating to the city of Minneapolis; increasing the 
  1.3             police chief's appointing authority; amending Laws 
  1.4             1961, chapter 108, section 1, as amended; and by 
  1.5             adding a section. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Laws 1961, chapter 108, section 1, as amended 
  1.8   by Laws 1969, chapter 604, section 1, and Laws 1978, chapter 
  1.9   580, section 1, is amended to read: 
  1.10     Sec. 1.  [MINNEAPOLIS, CITY OF; POLICE DEPARTMENT.] 
  1.11     Notwithstanding any provisions of the Minneapolis city 
  1.12  charter, veterans' preference, or civil service law, rule, or 
  1.13  regulation to the contrary, the superintendent of police of the 
  1.14  city of Minneapolis shall after the effective date of this act 
  1.15  have the title and be designated as chief of police of the city 
  1.16  of Minneapolis and may appoint three five deputy chiefs of 
  1.17  police, five eight inspectors of police, the 
  1.18  supervisor supervisors of the morals and organized crime, 
  1.19  narcotics section, the supervisor of the internal affairs unit, 
  1.20  and the supervisor of license inspection units, such personnel 
  1.21  to be appointed from among the members of the Minneapolis police 
  1.22  department holding at least the rank of patrolman police officer.
  1.23     Sec. 2.  Laws 1961, chapter 108, is amended by adding a 
  1.24  section to read: 
  1.25     Sec. 5.  [MINNEAPOLIS, CITY OF; ELIMINATION OF POLICE 
  2.1   DEPARTMENT COMMUNITY SERVICES BUREAU.] 
  2.2      Notwithstanding any provisions of the Minneapolis city 
  2.3   charter, veterans' preference, or civil service law, rule, or 
  2.4   regulation to the contrary, the community services (crime 
  2.5   prevention) bureau of the Minneapolis police department is 
  2.6   abolished and the authority of the chief of police to appoint a 
  2.7   director of such bureau to serve in the unclassified service is 
  2.8   repealed. 
  2.9      Sec. 3.  [EFFECTIVE DATE.] 
  2.10     Sections 1 and 2 are effective the day after the governing 
  2.11  body of the city of Minneapolis and its chief clerical officer 
  2.12  timely complete compliance with Minnesota Statutes, section 
  2.13  645.021, subdivisions 2 and 3.
