  1.1                          A bill for an act 
  1.2             relating to education; proposing an amendment to the 
  1.3             Minnesota Constitution; dedicating a percentage of 
  1.4             lottery proceeds to the Minnesota state colleges and 
  1.5             universities to provide financial support to students 
  1.6             of low-income families; establishing a student 
  1.7             opportunity grant program at the Minnesota state 
  1.8             colleges and universities; appropriating money; 
  1.9             amending article XI by adding a section; proposing 
  1.10            coding for new law in Minnesota Statutes, chapter 136F.
  1.11  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.12     Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.13     An amendment to the Minnesota Constitution is proposed to 
  1.14  the people.  If the amendment is adopted, a section will be 
  1.15  added to article XI to read as follows: 
  1.16     Sec. 15.  Not less than 20 percent of the net proceeds from 
  1.17  any state-operated lottery must be appropriated in a manner 
  1.18  prescribed by law to the Minnesota state colleges and 
  1.19  universities to provide supplemental financial support to 
  1.20  students from low-income families. 
  1.21     Sec. 2.  [SUBMISSION TO PEOPLE.] 
  1.22     The proposed amendment must be submitted to the people at 
  1.23  the 1998 general election.  The question submitted must be: 
  1.24     "Shall the Minnesota Constitution be amended to dedicate 20 
  1.25  percent of net lottery proceeds to the Minnesota state colleges 
  1.26  and universities to provide supplemental financial support to 
  1.27  students from low-income families? 
  1.28                                     Yes .......
  2.1                                      No ........"
  2.2      If ratified, the amendment is effective July 1, 1999. 
  2.3      Sec. 3.  [136F.82] [STUDENT OPPORTUNITY GRANTS.] 
  2.4      Subdivision 1.  [ESTABLISHMENT.] A student opportunity 
  2.5   grant program is established under the supervision of the 
  2.6   board.  The program shall provide supplemental financial support 
  2.7   to students from low-income families who attend a state college 
  2.8   or university.  The board, in consultation with the statewide 
  2.9   student associations, shall develop policies and adopt rules as 
  2.10  necessary to implement and administer the program.  The policies 
  2.11  and initial rules shall be adopted by December 31, 1997. 
  2.12     Subd. 2.  [PRIORITY.] Priority for grants under the program 
  2.13  shall be given to students who: 
  2.14     (1) are recipients of federal Pell grants; and 
  2.15     (2) have an expected family contribution of zero. 
  2.16     Subd. 3.  [STUDENT RESPONSIBILITY.] Student opportunity 
  2.17  grants shall count toward the assigned student responsibility 
  2.18  under the state grant program administered by the higher 
  2.19  education services office under section 136A.121. 
  2.20     Subd. 4.  [ALLOCATION.] The board shall make allocations of 
  2.21  student opportunity grant money to campuses based on the need 
  2.22  for funds using relevant factors as determined by the board in 
  2.23  consultation with the campuses. 
  2.24     Subd. 5.  [MAXIMUM GRANT.] The maximum grant shall be 
  2.25  $1,000 for each eligible student. 
  2.26     Sec. 4.  [APPROPRIATION.] 
  2.27     $14,000,000 is appropriated from the general fund to the 
  2.28  board of trustees of the Minnesota state colleges and 
  2.29  universities for the student opportunity grant program in the 
  2.30  second year of the 1998-1999 biennium.
