  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article XI, section 1; providing that state spending 
  1.4             may not increase at a greater rate than increases in 
  1.5             the consumer price index. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.8      An amendment to the Minnesota Constitution, article XI, 
  1.9   section 1, is proposed to the people.  If the amendment is 
  1.10  adopted, the section will read as follows: 
  1.11     Section 1.  No money shall be paid out of the treasury of 
  1.12  this state except in pursuance of an appropriation by law.  No 
  1.13  appropriation may be made that would increase the total state 
  1.14  spending for a legislative biennium by more than the percentage 
  1.15  increase in the consumer price index for the immediately 
  1.16  preceding two calendar years. 
  1.17     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.18     The proposed amendment must be submitted to the people at 
  1.19  the 1998 general election.  The question submitted shall be: 
  1.20     "Shall the Minnesota Constitution be amended to limit 
  1.21  increases in state spending to no more than increases in the 
  1.22  consumer price index? 
  1.23                                     Yes .......
  1.24                                     No ........"
  1.25  If approved by the people, the amendment is effective for the 
  2.1   biennium beginning July 1, 2001, and thereafter.
