  1.1                          A bill for an act
  1.2             relating to education; stating intent to reduce 
  1.3             tuition in public post-secondary institutions; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [LEGISLATIVE INTENT.] 
  1.7      The legislature finds that appropriations for instructional 
  1.8   services at public post-secondary institutions have fallen below 
  1.9   the policy of a 67 percent state share provided under Minnesota 
  1.10  Statutes, section 135A.01, resulting in tuition increases beyond 
  1.11  the intended student share.  The legislature intends to remedy 
  1.12  this imbalance by appropriating money in each biennium to offset 
  1.13  the tuition increases and restore the balance in the state and 
  1.14  student shares by fiscal year 2002. 
  1.15     Sec. 2.  [APPROPRIATION.] 
  1.16     Subdivision 1.  [MINNESOTA STATE COLLEGES AND 
  1.17  UNIVERSITIES.] $23,100,000 from the general fund is appropriated 
  1.18  in fiscal year 1998 to the board of trustees of the Minnesota 
  1.19  state colleges and universities.  The money must be used during 
  1.20  the biennium to reduce tuition rates by offsetting tuition 
  1.21  revenue beginning in the fall 1997 term. 
  1.22     Subd. 2.  [UNIVERSITY OF MINNESOTA.] $21,907,000 from the 
  1.23  general fund is appropriated in fiscal year 1998 to the board of 
  1.24  regents of the University of Minnesota.  The money must be used 
  1.25  during the biennium to reduce tuition rates by offsetting 
  2.1   tuition revenue beginning in the fall 1997 term.
