  1.1                          A bill for an act
  1.2             relating to environment; providing for an annual 
  1.3             funding allocation to soil and water conservation 
  1.4             districts; amending Minnesota Statutes 1996, section 
  1.5             103C.401, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 103C.401, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 3.  [GENERAL SERVICES ALLOCATION.] Subject to an 
  1.10  appropriation for this purpose, the board shall provide an 
  1.11  annual allocation of funding for each organized district in the 
  1.12  state, subject to the following restrictions: 
  1.13     (1) the allocation to a district in any fiscal year may not 
  1.14  be less than $30,000; and 
  1.15     (2) if county funding for a district is reduced from the 
  1.16  previous fiscal year funding level, the allocation under this 
  1.17  subdivision must be reduced by an equal amount.
