  1.1                          A bill for an act 
  1.2             relating to education; increasing the crime-related 
  1.3             costs levy maximum amount; amending Minnesota Statutes 
  1.4             1998, section 126C.44. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1998, section 126C.44, is 
  1.7   amended to read: 
  1.8      126C.44 [CRIME-RELATED COSTS LEVY.] 
  1.9      For taxes levied in 1991 and subsequent years, payable in 
  1.10  1992 and subsequent years, each district may make a levy on all 
  1.11  taxable property located within the district for the purposes 
  1.12  specified in this subdivision.  The maximum amount which may be 
  1.13  levied for all costs under this subdivision shall be equal to 
  1.14  $1.50 $2.50 multiplied by the population of the school district.
  1.15  For purposes of this subdivision, "population" of the school 
  1.16  district means the same as contained in section 275.14.  The 
  1.17  proceeds of the levy must be used for reimbursing the cities and 
  1.18  counties who contract with the district for the following 
  1.19  purposes:  (1) to pay the costs incurred for the salaries, 
  1.20  benefits, and transportation costs of peace officers and 
  1.21  sheriffs for liaison services in the district's middle and 
  1.22  secondary schools; (2) to pay the costs for a drug abuse 
  1.23  prevention program as defined in Minnesota Statutes 1991 
  1.24  Supplement, section 609.101, subdivision 3, paragraph (f), in 
  1.25  the elementary schools; or (3) to pay the costs for a gang 
  2.1   resistance education training curriculum in the middle schools.  
  2.2   The district must initially attempt to contract for these 
  2.3   services with the police department of each city or the 
  2.4   sheriff's department of the county within the district 
  2.5   containing the school receiving the services.  If a local police 
  2.6   department or a county sheriff's department does not wish to 
  2.7   provide the necessary services, the district may contract for 
  2.8   these services with any other police or sheriff's department 
  2.9   located entirely or partially within the school district's 
  2.10  boundaries.  The levy authorized under this subdivision is not 
  2.11  included in determining the school district's levy limitations.
