  1.1                          A bill for an act 
  1.2             relating to employment; ratifying certain labor 
  1.3             agreements; amending Minnesota Statutes 1994, section 
  1.4             3.855, subdivision 3. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1994, section 3.855, 
  1.7   subdivision 3, is amended to read: 
  1.8      Subd. 3.  [OTHER SALARIES AND COMPENSATION PLANS.] The 
  1.9   commission shall also: 
  1.10     (a) review and approve, reject, or modify a plan for 
  1.11  compensation, terms and conditions of employment prepared and 
  1.12  submitted by the commissioner of employee relations under 
  1.13  section 43A.18, subdivision 2, covering all state employees who 
  1.14  are not represented by an exclusive bargaining representative 
  1.15  and whose compensation is not provided for by chapter 43A or 
  1.16  other law; 
  1.17     (b) review and approve, reject or modify a plan for total 
  1.18  compensation and terms and conditions of employment for 
  1.19  employees in positions identified as being managerial under 
  1.20  section 43A.18, subdivision 3, whose salaries and benefits are 
  1.21  not otherwise provided for in law or other plans established 
  1.22  under chapter 43A; 
  1.23     (c) review and approve, reject or modify recommendations 
  1.24  for salaries submitted by the governor under section 43A.18, 
  1.25  subdivision 5, covering agency head positions listed in section 
  2.1   15A.081; 
  2.2      (d) review and approve, reject, or modify recommendations 
  2.3   for salaries of officials of higher education systems under 
  2.4   section 15A.081, subdivision 7b; and 
  2.5      (e) review and approve, reject, or modify plans for 
  2.6   compensation, terms, and conditions of employment proposed under 
  2.7   section 43A.18, subdivision subdivisions 3a and 4. 
  2.8      Sec. 2.  [RATIFICATIONS.] 
  2.9      Subdivision 1.  [STATE UNIVERSITY FACULTY.] The labor 
  2.10  agreement between the state of Minnesota and inter-faculty 
  2.11  organization, approved by the legislative commission on employee 
  2.12  relations on August 22, 1994, is ratified. 
  2.13     Subd. 2.  [STATE UNIVERSITY ADMINISTRATIVE AND SERVICE 
  2.14  FACULTY.] The labor agreement between the state of Minnesota and 
  2.15  the Minnesota state university association of administrative and 
  2.16  service faculty, approved by the legislative commission on 
  2.17  employee relations on August 22, 1994, is ratified. 
  2.18     Subd. 3.  [STATE UNIVERSITY EXCLUDED ADMINISTRATORS.] The 
  2.19  compensation plan for excluded administrators of the state 
  2.20  university system, approved by the legislative commission on 
  2.21  employee relations on August 22, 1994, is ratified. 
  2.22     Subd. 4.  [TECHNICAL COLLEGE UNCLASSIFIED UNREPRESENTED 
  2.23  EMPLOYEES.] The compensation plan for unclassified, 
  2.24  unrepresented employees of the technical college board, approved 
  2.25  by the legislative commission on employee relations on August 
  2.26  22, 1994, is ratified. 
  2.27     Subd. 5.  [COMMUNITY COLLEGE UNCLASSIFIED UNREPRESENTED 
  2.28  ADMINISTRATORS.] The compensation plan for unrepresented, 
  2.29  unclassified administrators in the community college system, 
  2.30  approved by the legislative commission on employee relations on 
  2.31  December 13, 1994, is ratified. 
  2.32     Subd. 6.  [HIGHER EDUCATION BOARD EXCLUDED ADMINISTRATORS.] 
  2.33  The compensation plan for excluded administrators of the higher 
  2.34  education board, as amended and approved by the legislative 
  2.35  commission on employee relations on December 13, 1994, is 
  2.36  ratified, except that article 1.9, subdivision 4(b), "Dependent 
  3.1   Health Insurance: Technical College Administrators," is amended 
  3.2   to provide that the employer shall contribute an amount equal to 
  3.3   the lesser of 90 percent of the dependent premium of the lowest 
  3.4   cost carrier, or the actual dependent premium of the health plan 
  3.5   chosen by the excluded administrator. 
  3.6      Subd. 7.  [MANAGERIAL PLAN.] The amendments to the 
  3.7   managerial plan, approved by the commission on December 13, 
  3.8   1994, are ratified. 
  3.9      Subd. 8.  [NONMANAGERIAL, UNREPRESENTED EMPLOYEES 
  3.10  PLAN.] The amendments to the plan for nonmanagerial, 
  3.11  unrepresented employees, as approved by the legislative 
  3.12  commission on employee relations on December 13, 1994, is 
  3.13  ratified. 
  3.14     Sec. 3.  [EFFECTIVE DATE.] 
  3.15     Sections 1 and 2 are effective the day following final 
  3.16  enactment.
