A bill for an act
relating to state government; providing that compensation for legislators and
constitutional officers is reduced upon failure to enact balanced budget provisions
in a timely manner; proposing coding for new law in Minnesota Statutes, chapter
15A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

BALANCED BUDGET.

new text begin (a) The salaries for members of the legislature, the governor, the lieutenant governor,
the attorney general, the state auditor, the secretary of state, and commissioners, deputy
commissioners, assistant commissioners, and persons appointed to the unclassified state
civil service according to section 43A.08, subdivision 1a, are each reduced if the major
appropriation and revenue bills necessary to provide a balanced state general fund budget
for the upcoming biennium are not enacted before adjournment of the regular session of
the legislature in an odd-numbered year. The reduction is ten percent of salary for the first
week after adjournment of the regular session, and an additional ten percent reduction
of salary at the end of each additional week during which the major appropriation and
revenue bills are not enacted. The reduction in salary continues until the beginning of the
first payroll period after enactment of major appropriation and revenue bills necessary to
provide a balanced state general fund budget for the biennium.

new text begin (b) For purposes of this section, "major appropriation and revenue bills" mean one
or more bills making appropriations for the following areas: higher education; E-12
education; agriculture, environment, and natural resources; health and human services;
state government; jobs and economic development; transportation; judiciary and public
safety; and, if necessary, one or more bills making changes to the state's tax and revenue
system. This section does not require bills to be organized in the manner specified in this
paragraph, provided that appropriations are enacted covering all of the topics listed in
this paragraph.
