A bill for an act
relating to capital improvements; authorizing the
issuance of state bonds; appropriating money for the
Colin Powell Youth Center in Hennepin County;
providing for construction of the Colin Powell Youth
Center.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; COLIN POWELL YOUTH CENTER.

new text begin $6,350,000 is appropriated to the Department of
Administration for a grant to Hennepin County to predesign,
design, construct, furnish, and equip the Colin Powell Youth
Center to be located in Hennepin County and to provide a
facility for educational, job training, counseling, and other
supportive services to disadvantaged youth. Hennepin County
shall contract for the operation of this facility and program,
pursuant to Minnesota Statutes, section 16A.695. This
appropriation shall be contingent on the nonprofit operator (1)
transferring ownership of the site for the facility to Hennepin
County at no charge, and (2) Hennepin County determining that
matching funds, in addition to the value of the land, of not
less than $6,350,000, which may include loans, have been secured
from nonstate sources, and are sufficient to complete a
functional facility. Funds secured prior to the date of
enactment are eligible to count toward the required commitment
of nonstate sources, provided they are used for qualified
capital expenditures. "Nonstate sources," for purposes of this
section, means a source other than a direct state appropriation
for construction of this facility.

new text begin To provide the money appropriated in this act from the bond
proceeds fund, the commissioner of finance shall sell and issue
bonds of the state in an amount up to $6,350,000 in the manner,
upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
