  1.1                          A bill for an act 
  1.2             relating to crime; providing that the disorderly 
  1.3             conduct law applies to individuals who commit certain 
  1.4             acts in the presence of peace officers or public 
  1.5             safety personnel; amending Minnesota Statutes 1998, 
  1.6             section 609.72, subdivision 1. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1998, section 609.72, 
  1.9   subdivision 1, is amended to read: 
  1.10     Subdivision 1.  Whoever does any of the following in a 
  1.11  public or private place, including on a school bus, knowing, or 
  1.12  having reasonable grounds to know that it will, or will tend to, 
  1.13  alarm, anger or disturb others or provoke an assault or breach 
  1.14  of the peace, is guilty of disorderly conduct, which is a 
  1.15  misdemeanor: 
  1.16     (1) Engages in brawling or fighting; or 
  1.17     (2) Disturbs an assembly or meeting, not unlawful in its 
  1.18  character; or 
  1.19     (3) Engages in offensive, obscene, abusive, boisterous, or 
  1.20  noisy conduct or in offensive, obscene, or abusive language 
  1.21  tending reasonably to arouse alarm, anger, or resentment in 
  1.22  others.  
  1.23     A person does not violate this section if the person's 
  1.24  disorderly conduct was caused by an epileptic seizure. 
  1.25     For the purposes of this subdivision, "others" includes 
  1.26  peace officers and public safety employees discharging their 
  2.1   official duties. 
  2.2      Sec. 2.  [EFFECTIVE DATE.] 
  2.3      Section 1 is effective August 1, 1999, and applies to 
  2.4   crimes committed on or after that date.
