  1.1                          A bill for an act 
  1.2             relating to youth programs; appropriating money for 
  1.3             youth intervention program grants. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION; YOUTH INTERVENTION PROGRAMS.] 
  1.6      $....... is appropriated from the general fund to the 
  1.7   commissioner of economic security and $....... is appropriated 
  1.8   from the general fund to the commissioner of corrections for a 
  1.9   transfer to the commissioner of economic security, to be 
  1.10  available until June 30, 2001, to expand funding for youth 
  1.11  intervention programs established under Minnesota Statutes, 
  1.12  section 268.30, subdivisions 1 and 2.  Funding may be used to 
  1.13  expand existing programs to serve unmet needs or to create new 
  1.14  programs in underserved areas of the state.  The appropriations 
  1.15  are not added to the budget bases of the agencies.  Three 
  1.16  percent of the total appropriation for youth intervention 
  1.17  programs must be spent on administration, training, and 
  1.18  technical assistance.  One percent of the total appropriation 
  1.19  for youth intervention programs is for a grant to the Minnesota 
  1.20  Youth Intervention Programs Association (YIPA) to provide 
  1.21  collaborative training and technical assistance to 
  1.22  community-based grantees of the program.
