  1.1                          A bill for an act 
  1.2             relating to education finance; requiring quarterly 
  1.3             pupil unit reporting for charter schools in their 
  1.4             first three years of operation; amending Minnesota 
  1.5             Statutes 2000, section 124D.11, subdivision 9. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 124D.11, 
  1.8   subdivision 9, is amended to read: 
  1.9      Subd. 9.  [PAYMENT OF AIDS TO CHARTER SCHOOLS.] (a) 
  1.10  Notwithstanding section 127A.45, subdivision 3, aid payments for 
  1.11  the current fiscal year to a charter school not in its first 
  1.12  year of operation shall be of an equal amount on each of the 23 
  1.13  payment dates.  A charter school in its first year of operation 
  1.14  shall receive, on its first payment date, ten percent of its 
  1.15  cumulative amount guaranteed for the year and 22 payments of an 
  1.16  equal amount thereafter the sum of which shall be 90 percent of 
  1.17  the cumulative amount guaranteed. 
  1.18     (b) Notwithstanding section 127A.45, subdivision 3, and 
  1.19  paragraph (a), 90 percent of the start-up cost aid under 
  1.20  subdivision 8 shall be paid within 45 days after the first day 
  1.21  of student attendance for that school year. 
  1.22     (c) In order to receive state aid payments under this 
  1.23  subdivision, a charter school in its first three years of 
  1.24  operation must submit a quarterly enrollment report to the 
  1.25  department of children, families, and learning.  The report must 
  2.1   list each student by grade, show the student's start and end 
  2.2   dates, if any, with the charter school, and for any student 
  2.3   participating in a learning year program, the report must list 
  2.4   the hours and times of learning year activities.  The report 
  2.5   must be submitted not more than two weeks after the end of the 
  2.6   calendar quarter to the department.  The department must develop 
  2.7   a web-based reporting form for charter schools to use when 
  2.8   submitting enrollment reports.  A charter school in its fourth 
  2.9   and subsequent year of operation must submit enrollment 
  2.10  information to the department in the form and manner requested 
  2.11  by the department.
