  1.1                          A bill for an act 
  1.2             relating to natural resources; appropriating money and 
  1.3             authorizing bonds for St. Paul park and trail 
  1.4             improvements. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION; ST. PAUL PARK AND TRAIL 
  1.7   IMPROVEMENTS.] 
  1.8      Subdivision 1.  [APPROPRIATION.] $388,000 is appropriated 
  1.9   from the bond proceeds fund to the commissioner of natural 
  1.10  resources for a grant to the city of St. Paul for park and trail 
  1.11  improvements in the area above the Meeker Island lock historic 
  1.12  site. 
  1.13     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.14  this section from the bond proceeds fund, the commissioner of 
  1.15  finance shall sell and issue bonds of the state in an amount up 
  1.16  to $388,000 in the manner, upon the terms, and with the effect 
  1.17  prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, 
  1.18  and by the Minnesota Constitution, article XI, sections 4 to 7.
