  1.1                          A bill for an act 
  1.2             relating to education; establishing a task force on 
  1.3             diabetes and schools; appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [TASK FORCE ON DIABETES AND SCHOOLS.] 
  1.6      Subdivision 1.  [ESTABLISHMENT.] A task force on diabetes 
  1.7   and the schools is established to examine the most appropriate 
  1.8   and effective means of providing care for students with diabetes 
  1.9   in a school setting. 
  1.10     Subd. 2.  [MEMBERSHIP.] The task force shall consist of the 
  1.11  following 12 members:  one person appointed by the subcommittee 
  1.12  on committees of the senate committee on rules and 
  1.13  administration, and one person appointed by the speaker of the 
  1.14  house, both of whom shall be a parent of a student with diabetes 
  1.15  attending the public schools; one person appointed by the 
  1.16  governor who shall be a representative of a nonpublic school and 
  1.17  a parent of a student with diabetes; the commissioner of 
  1.18  children, families, and learning or the commissioner's designee; 
  1.19  one school administrator selected by the Minnesota association 
  1.20  of school administrators; one local school board member selected 
  1.21  by the Minnesota school boards association; one public school 
  1.22  teacher selected by education Minnesota; one public school 
  1.23  principal or supervisor selected by the Minnesota principals and 
  1.24  supervisors association; a pediatric endocrinologist selected by 
  2.1   the American diabetes association, Minnesota area; a certified 
  2.2   school nurse selected by the Minnesota school nurses 
  2.3   association; a certified diabetes educator from the American 
  2.4   association of diabetes educators; and one representative from 
  2.5   the American diabetes association, Minnesota area.  Membership 
  2.6   terms, removal, and vacancies are governed by Minnesota 
  2.7   Statutes, section 15.059.  The governor must appoint a chair 
  2.8   from among the task force members to call and convene task force 
  2.9   meetings.  Members of the task force shall not receive 
  2.10  compensation except members may receive reimbursement for travel 
  2.11  and child care expenses. 
  2.12     Subd. 3.  [ADMINISTRATION.] The department of children, 
  2.13  families, and learning shall provide staff support and technical 
  2.14  and other assistance for task force activities.  
  2.15     Subd. 4.  [TASK FORCE ACTIVITIES.] The task force shall 
  2.16  recommend guidelines for the most appropriate and effective 
  2.17  means of providing care for students with diabetes in a school 
  2.18  setting.  The guidelines shall include at least the following: 
  2.19     (1) a standardized but flexible system of procedures to 
  2.20  enable a school to implement an individualized treatment plan 
  2.21  for a student with diabetes; 
  2.22     (2) basic procedures to ensure that a school works in 
  2.23  conjunction with the student's parents and medical care 
  2.24  providers; and 
  2.25     (3) procedures to ensure that a student's diabetes care is 
  2.26  integrated into the usual school routine to the greatest extent 
  2.27  possible. 
  2.28     Subd. 5.  [REPORT.] The task force shall submit a report of 
  2.29  its findings and guidelines to the chairs of the education 
  2.30  committees in the house and the senate by February 15, 2000. 
  2.31     Subd. 6.  [EXPIRATION.] The task force expires on May 1, 
  2.32  2000. 
  2.33     Sec. 2.  [APPROPRIATION.] 
  2.34     $....... is appropriated in fiscal year 2000 from the 
  2.35  general fund to the commissioner of children, families, and 
  2.36  learning for the purposes of section 1.
