A bill for an act
relating to transportation; requiring a legislative report on the transit taxing district.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin LEGISLATIVE REPORT ON THE TRANSIT TAXING DISTRICT.

new text begin (a) By February 1, 2022, the Metropolitan Council must submit a report on the transit
taxing district to the chairs, ranking minority members, and staff of the legislative committees
with jurisdiction over transportation policy and finance.

new text begin (b) At a minimum, the report must:
new text end

new text begin (1) provide an overview of the transit taxing district under Minnesota Statutes, sections
473.446 and 473.4461;
new text end

new text begin (2) review the fiscal structure related to the taxing district, including but not limited to
annual revenue and expenditures from the tax levy, associated general obligation bonding
authorizations and issuances, and the council's capital improvement plan;

new text begin (3) identify annual tax collections from each political subdivision located within the
taxing district by property classification;
new text end

new text begin (4) review the level of transit service provided through the council's jurisdiction, which
must include analysis of transit services and service levels in each political subdivision
located (i) within but at the border of the taxing district, and (ii) outside of the taxing district;
and

new text begin (5) evaluate options to improve transit service equity throughout the council's jurisdiction.
