  1.1                          A bill for an act 
  1.2             relating to housing; directing housing finance agency 
  1.3             how to fund proposals with money appropriated for 
  1.4             community rehabilitation; requiring communities to 
  1.5             report to the agency. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [EXTERIOR HOME IMPROVEMENTS PILOT PROJECT.] 
  1.8      Subdivision 1.  [PRIORITY FOR COMMUNITY REHABILITATION 
  1.9   PROGRAM FUNDS.] In funding proposals with money appropriated to 
  1.10  the community rehabilitation fund program under Minnesota 
  1.11  Statutes, section 462A.206, the agency shall give priority to no 
  1.12  more than three proposals for pilot projects encouraging 
  1.13  homeowners to make improvements to the exteriors of 
  1.14  deteriorating properties in targeted neighborhoods.  Priority 
  1.15  shall be given to proposals meeting the following criteria: 
  1.16     (1) the funds will be used to discount the interest rate on 
  1.17  the community fix-up fund program for home improvement loans 
  1.18  provided through the agency; 
  1.19     (2) matching funds are provided from either a local unit of 
  1.20  government or a private philanthropic, religious, or charitable 
  1.21  organization; and 
  1.22     (3) the discounted interest rate loans will be targeted to 
  1.23  households based on need, as determined by the community. 
  1.24     Subd. 2.  [REPORT TO AGENCY.] Communities receiving funds 
  1.25  under a proposal in subdivision 1 shall report to the agency on 
  2.1   the outcomes of the pilot project, including the number of 
  2.2   households served, the cost per household, the changes in 
  2.3   property values, if any, in the targeted neighborhood, and 
  2.4   improvements, if any, made in the targeted neighborhoods without 
  2.5   government subsidy during the same time period as the pilot 
  2.6   project.
