  1.1                          A bill for an act 
  1.2             relating to human services; increasing the 
  1.3             reimbursement rate for home care services; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [INCREASE IN REIMBURSEMENT RATE.] 
  1.7      Notwithstanding statutory provisions to the contrary, the 
  1.8   commissioner of human services shall increase reimbursement 
  1.9   rates by an inflation factor that is the percentage change in 
  1.10  the Consumer Price Index-All Items, United States city average, 
  1.11  (CPI-U) from July 1, 1993, to January 1, 1997, for the fiscal 
  1.12  year ending June 30, 1998, for the following:  
  1.13     (1) nursing services and home health aide services under 
  1.14  Minnesota Statutes, section 256B.0625, subdivision 6a; 
  1.15     (2) personal care services and nursing supervision of 
  1.16  personal care services under Minnesota Statutes, section 
  1.17  256B.0625, subdivision 19a; 
  1.18     (3) private duty nursing services under Minnesota Statutes, 
  1.19  section 256B.0625, subdivision 7; 
  1.20     (4) physical therapy under Minnesota Statutes, section 
  1.21  256B.0625, subdivision 8; 
  1.22     (5) occupational therapy under Minnesota Statutes, section 
  1.23  256B.0625, subdivision 8a; 
  1.24     (6) respiratory therapy, speech therapy, and home and 
  1.25  community-based services waiver for persons with mental 
  2.1   retardation and related conditions under Minnesota Statutes, 
  2.2   section 256B.501; 
  2.3      (7) community alternatives for disabled individuals waiver 
  2.4   under Minnesota Statutes, section 256B.49; 
  2.5      (8) community alternative care waiver under Minnesota 
  2.6   Statutes, section 256B.49; 
  2.7      (9) home and community-based services waiver for the 
  2.8   elderly under Minnesota Statutes, section 256B.0915; 
  2.9      (10) alternative care program under Minnesota Statutes, 
  2.10  section 256B.0913; and 
  2.11     (11) traumatic brain injury waiver under Minnesota 
  2.12  Statutes, section 256B.093.  
  2.13     Sec. 2.  [APPROPRIATION.] 
  2.14     $....... is appropriated from the general fund to the 
  2.15  commissioner of human services for the increase in reimbursement 
  2.16  rates under section 1.
