  1.1                          A bill for an act 
  1.2             relating to elections; campaign finance; prohibiting 
  1.3             certain contributions and solicitations during special 
  1.4             legislative sessions; amending Minnesota Statutes 
  1.5             2002, sections 10A.273, subdivisions 1, 2; 211A.14. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 10A.273, 
  1.8   subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [CONTRIBUTIONS DURING LEGISLATIVE SESSION.] 
  1.10  (a) A candidate for the legislature or for constitutional 
  1.11  office, the candidate's principal campaign committee, or a 
  1.12  political committee or party unit established by all or a part 
  1.13  of the party organization within a house of the legislature, 
  1.14  must not solicit or accept a contribution from a registered 
  1.15  lobbyist, political committee, political fund, or dissolving 
  1.16  principal campaign committee, or from a party unit established 
  1.17  by the party organization within a house of the legislature, 
  1.18  during a regular or special session of the legislature. 
  1.19     (b) A registered lobbyist, political committee, political 
  1.20  fund, or dissolving principal campaign committee, or a party 
  1.21  unit established by the party organization within a house of the 
  1.22  legislature, must not make a contribution to a candidate for the 
  1.23  legislature or for constitutional office, the candidate's 
  1.24  principal campaign committee, or a political committee or party 
  1.25  unit established by all or a part of the party organization 
  2.1   within a house of the legislature during a regular or special 
  2.2   session of the legislature.  
  2.3      Sec. 2.  Minnesota Statutes 2002, section 10A.273, 
  2.4   subdivision 2, is amended to read: 
  2.5      Subd. 2.  [PARTY UNIT SOLICITATIONS.] A political party 
  2.6   unit must not solicit or receive at an event hosted by a 
  2.7   candidate for the legislature or by a candidate for 
  2.8   constitutional office a contribution from a lobbyist, political 
  2.9   committee, political fund, or party unit during a regular or 
  2.10  special session of the legislature. 
  2.11     Sec. 3.  Minnesota Statutes 2002, section 211A.14, is 
  2.12  amended to read: 
  2.13     211A.14 [CONTRIBUTIONS AND SOLICITATIONS DURING LEGISLATIVE 
  2.14  SESSION.] 
  2.15     A legislator or state constitutional officer who is a 
  2.16  candidate for a county, city, or town office, the candidate's 
  2.17  principal campaign committee, and any other political committee 
  2.18  with the candidate's name or title may not solicit or accept a 
  2.19  contribution from a political fund or registered lobbyist during 
  2.20  a regular or special session of the legislature. 
  2.21     Sec. 4.  [EFFECTIVE DATE.] 
  2.22     Sections 1 to 3 are effective the day following final 
  2.23  enactment.
