  1.1                          A bill for an act
  1.2             relating to capital improvements; appropriating money 
  1.3             to the Minnesota state colleges and universities for 
  1.4             projects at Winona State University. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $8,900,000 is appropriated to the board of trustees of the 
  1.8   Minnesota state colleges and universities for the following 
  1.9   capital projects at Winona State University: 
  1.10     (1) $6,100,000 is to replace the boiler system by removing 
  1.11  four old boilers and installing three new boilers plus 
  1.12  associated accessories; and 
  1.13     (2) $2,800,000 is to install two emergency generators and 
  1.14  related switchgear.  
  1.15     Sec. 2.  [BOND SALE.] 
  1.16     To provide the money appropriated in section 1 from the 
  1.17  state bond proceeds fund, the commissioner of finance, on 
  1.18  request of the governor, shall sell and issue bonds of the state 
  1.19  in an amount up to $8,900,000 in the manner, upon the terms, and 
  1.20  with the effect prescribed by Minnesota Statutes, sections 
  1.21  16A.631 to 16A.675, and by the Minnesota Constitution, article 
  1.22  XI, sections 4 to 7. 
  1.23     Sec. 3.  [EFFECTIVE DATE.] 
  1.24     Sections 1 and 2 are effective the day following final 
  1.25  enactment.
