  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article IV, section 4; providing limits on service as 
  1.4             a legislator. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [PROPOSED AMENDMENT.] 
  1.7      An amendment to the Minnesota Constitution is proposed to 
  1.8   the people.  If the amendment is adopted, article IV, section 4, 
  1.9   will read: 
  1.10     Sec. 4.  Representatives shall be chosen for a term of two 
  1.11  years, except to fill a vacancy.  Senators shall be chosen for a 
  1.12  term of four years, except to fill a vacancy and except there 
  1.13  shall be an entire new election of all the senators at the first 
  1.14  election of representatives after each new legislative 
  1.15  apportionment provided for in this article.  The governor shall 
  1.16  call elections to fill vacancies in either house of the 
  1.17  legislature. 
  1.18     No person may be elected to serve a term as a 
  1.19  representative that, if served in full, would make the person's 
  1.20  consecutive service as a representative exceed ten years.  No 
  1.21  person may be elected to serve a term as a senator that, if 
  1.22  served in full, would make the person's consecutive service as a 
  1.23  senator exceed twelve years. 
  1.24     Sec. 2.  [SCHEDULE AND QUESTION.] 
  1.25     The proposed amendment shall be submitted to the people at 
  2.1   the 1998 general election.  If the amendment is adopted, service 
  2.2   pursuant to elections in 1998 and prior years shall be 
  2.3   disregarded in the calculation of the limitations that the 
  2.4   amendment provides.  The following question shall be proposed to 
  2.5   the people: 
  2.6      "Shall the Minnesota Constitution be amended to limit the 
  2.7   number of consecutive years that legislators may serve? 
  2.8                                      Yes .......
  2.9                                      No ........"
