1.1A bill for an act
1.2relating to education finance; authorizing funding for staff development for
1.3school districts with schools not making adequate yearly progress; appropriating
1.4money;amending Minnesota Statutes 2006, section 122A.61, by adding a
1.5subdivision.
1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.7    Section 1. Minnesota Statutes 2006, section 122A.61, is amended by adding a
1.8subdivision to read:
1.9    Subd. 3. Supplementary staff development aid. (a) A school district that is
1.10categorized by the Department of Education as either "not making sufficient progress"
1.11or "needs assistance" in reaching the levels of adequate yearly progress required by the
1.12No Child Left Behind Act and that meets the qualifications of paragraph (d) is eligible
1.13for supplementary staff development aid.
1.14    (b) Supplementary staff development aid equals two percent of the formula
1.15allowance for that year times the number of adjusted marginal cost pupil units attending
1.16sites within the school district that are categorized as not making sufficient progress or
1.17needs assistance.
1.18    (c) The staff development aid received under this section must be reserved and used
1.19for staff development activities under this section and section 122A.60. Supplementary
1.20staff development aid must be allocated according to a plan adopted by the school board.
1.21    (d) In order to qualify for revenue under paragraph (a) a district must:
1.22    (1) operate a high school that has a mobility rate in excess of 25 percent;
1.23    (2) operate a school site where the percentage of free and reduced lunch eligible
1.24students exceeds 50 percent; and
2.1    (3) be contiguous to, or have boundaries that include, a portion of a city that has
2.2more than 60,000 residents.
2.3EFFECTIVE DATE.This section is effective for revenue for fiscal year 2008.

2.4    Sec. 2. APPROPRIATION.
2.5$....... is appropriated in fiscal year 2008 from the general fund to the commissioner
2.6of education for payment of supplementary staff development aid under section 1.
