  1.1                          A bill for an act 
  1.2             relating to state government; providing four percent 
  1.3             salary decreases for legislators and constitutional 
  1.4             officers until June 30, 2005. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [ELECTED OFFICIAL SALARIES.] 
  1.7      Subdivision 1.  [LEGISLATORS.] The salary for legislators 
  1.8   is decreased four percent, effective July 1, 2003, through June 
  1.9   30, 2005. 
  1.10     Subd. 2.  [CONSTITUTIONAL OFFICERS.] The salary for each of 
  1.11  the following officials is decreased by four percent, effective 
  1.12  July 1, 2003, through June 30, 2005:  governor, lieutenant 
  1.13  governor, attorney general, secretary of state, state auditor, 
  1.14  and treasurer.  The compensation increases for the attorney 
  1.15  general, state auditor, secretary of state, and lieutenant 
  1.16  governor specified in Laws 2001, First Special Session chapter 
  1.17  10, article 1, section 2, subdivision 4, must not take effect 
  1.18  until July 1, 2005. 
  1.19     Subd. 3.  [EFFECT ON OTHER COMPENSATION.] (a) 
  1.20  Notwithstanding sections 85A.02, subdivision 5a, 116O.04, 
  1.21  subdivision 1, and 349A.02, subdivision 1, or other law to the 
  1.22  contrary, the salary of a state employee, other than the 
  1.23  officials specified in subdivision 2, must not be decreased from 
  1.24  the amount paid on the effective date of this section as a 
  1.25  result of subdivision 2. 
  2.1      (b) Notwithstanding section 43A.17, subdivision 9, the 
  2.2   compensation of a political subdivision employee on the 
  2.3   effective date of this section that would exceed 95 percent of 
  2.4   the salary of the governor as a result of subdivision 2 must not 
  2.5   be decreased as a result of subdivision 2. 
  2.6      Sec. 2.  [EFFECTIVE DATE.] 
  2.7      Section 1 is effective July 1, 2003.
