  1.1                          A bill for an act
  1.2             relating to highways; authorizing issuance of state 
  1.3             bonds for expansion of I-494 in Bloomington and 
  1.4             Richfield. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION; I-494 FOURTH LANE.] 
  1.7      $.,...,... is appropriated from the bond proceeds fund to 
  1.8   the commissioner of transportation for improvements to marked 
  1.9   interstate highway 494 between its intersection with Cedar 
  1.10  Avenue in Richfield and Bloomington to its intersection with 
  1.11  marked trunk highway 100 in Bloomington for the purpose of 
  1.12  providing four lanes of traffic in each direction.  The 
  1.13  commissioner shall ensure that after the improvement project 
  1.14  Lyndale Avenue South and Penn Avenue South will continue to have 
  1.15  access in both directions to marked interstate highway 35W by 
  1.16  way of marked interstate highway 494, unless the commissioner 
  1.17  determines that continuing such access would significantly 
  1.18  impede traffic or constitute a safety hazard. 
  1.19     Sec. 2.  [BOND SALE.] 
  1.20     To provide the money appropriated by section 1 from the 
  1.21  bond proceeds fund, the commissioner of finance shall sell and 
  1.22  issue bonds of the state in an amount up to $.,...,... in the 
  1.23  manner, on the terms, and with the effect prescribed by 
  1.24  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  1.25  Minnesota Constitution, article XI, sections 4 to 7. 
  2.1      Sec. 3.  [EFFECTIVE DATE.] 
  2.2      Sections 1 and 2 are effective the day following final 
  2.3   enactment.
