A bill for an act
relating to human services; appropriating money for programs related to reducing
fetal alcohol syndrome.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) $....... is appropriated for the biennium beginning July 1, 2014, from the general
fund to the commissioner of human services for a grant to the Minnesota Office of Fetal
Alcohol Syndrome (MOFAS). Of the grant money dispersed by MOFAS, at least $360,000
must be used to support nonprofit fetal alcohol syndrome outreach programs in Olmsted
County. Other grant recipients must be selected from communities which are not currently
served by federal Substance Abuse Prevention and Treatment Block Grant funds.

new text begin (b) Grant money must be used to reduce the rates of fetal alcohol syndrome and
fetal alcohol effects, and the number of drug-exposed infants. Grant money may be
used for prevention and intervention services and programs, including, but not limited
to, community grants, professional education, public awareness, and diagnosis. The
organization may retain $....... of the grant money for administrative costs.

new text begin (c) A grant recipient must report to the commissioner of human services annually
by January 15 on the services and programs funded by the appropriation. The report
must include measurable outcomes including the number of toxic-free babies born in
the previous year.
