A bill for an act
relating to capital investment; appropriating money for capital improvements
related to the Lincoln-Pipestone Rural Water System; authorizing the sale and
issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin LINCOLN-PIPESTONE RURAL WATER SYSTEM.

new text begin Appropriation. new text end

new text begin (a) $11,500,000 is appropriated from the bond proceeds
fund to the Public Facilities Authority for one or more grants to the Lincoln-Pipestone Rural
Water System for the purposes described in this subdivision. This appropriation does not
require a nonstate contribution.

new text begin (b) $4,000,000 of this appropriation is to design, construct, and equip a biological
filtration and water treatment system for nitrate removal.

new text begin (c) $2,500,000 of this appropriation is to design and construct capital improvements and
betterments of a capital nature to water treatment facilities in Fortier Township, including
contact basin and water storage improvements.

new text begin (d) $5,000,000 of this appropriation is to acquire property and to design and construct
water storage and distribution infrastructure, including booster stations and new water
connecting pipelines.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $11,500,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
