  1.1                          A bill for an act 
  1.2             relating to education; requiring community colleges, 
  1.3             state universities, and technical colleges to use 
  1.4             construction plans prepared through the department of 
  1.5             administration; amending Minnesota Statutes 1994, 
  1.6             section 16B.31, subdivision 1; proposing coding for 
  1.7             new law in Minnesota Statutes, chapter 136E; repealing 
  1.8             Minnesota Statutes 1994, section 136E.692, 
  1.9             subdivisions 1, 2, and 3.  
  1.10  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.11     Section 1.  Minnesota Statutes 1994, section 16B.31, 
  1.12  subdivision 1, is amended to read: 
  1.13     Subdivision 1.  [CONSTRUCTION PLANS AND SPECIFICATIONS.] 
  1.14  The commissioner shall (1) have plans and specifications 
  1.15  prepared for the construction, alteration, or enlargement of all 
  1.16  state buildings, structures, and other improvements except 
  1.17  highways and bridges, and except for buildings and structures 
  1.18  under the control of the state university board; (2) approve 
  1.19  those plans and specifications; (3) advertise for bids and award 
  1.20  all contracts in connection with the improvements; (4) supervise 
  1.21  and inspect all work relating to the improvements; (5) approve 
  1.22  all lawful changes in plans and specifications after the 
  1.23  contract for an improvement is let; and (6) approve estimates 
  1.24  for payment.  This subdivision does not apply to the 
  1.25  construction of the zoological gardens.  
  1.26     Sec. 2.  [136E.693] [CONSTRUCTION; IMPROVEMENTS.] 
  1.27     Notwithstanding any law to the contrary, the higher 
  2.1   education board shall have plans and specifications prepared for 
  2.2   the construction, alteration, or enlargement of community 
  2.3   college, state university, and technical college buildings and 
  2.4   structures according to section 16B.31. 
  2.5      Sec. 3.  [REPEALER.] 
  2.6      Minnesota Statutes 1994, section 136E.692, subdivisions 1, 
  2.7   2, and 3, are repealed.
