  1.1                          A bill for an act 
  1.2             relating to state government; reducing appropriations 
  1.3             to the legislature for fiscal year 1995; directing the 
  1.4             governor to reduce certain appropriations for 
  1.5             executive branch agencies. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [LEGISLATIVE APPROPRIATIONS.] 
  1.8      Subdivision 1.  [REDUCTIONS.] The amounts set forth in the 
  1.9   column headed "APPROPRIATION REDUCTIONS" are to be reduced from 
  1.10  general fund appropriations for the fiscal year ending June 30, 
  1.11  1995, made in Laws 1993, chapter 192, Laws 1994, chapter 632, or 
  1.12  other law. 
  1.13                                         APPROPRIATION REDUCTIONS
  1.14  Subd. 2.  House of Representatives                 $  (224,000)
  1.15  Subd. 3.  Senate                                   $  (161,500)
  1.16  Subd. 4.  Legislative Coordinating                 $  (114,500)
  1.17  Commission 
  1.18  The Legislative Coordinating Commission 
  1.19  shall allocate reduction among groups 
  1.20  under its control. 
  1.21     Sec. 2.  [UNALLOTMENT.] 
  1.22     The commissioner of finance, with approval of the governor, 
  1.23  shall reduce an unexpended allotment of a general fund 
  1.24  appropriation for operating expenses of an agency in the 
  1.25  executive branch.  The commissioner may not use authority in 
  1.26  this subdivision to reduce appropriations (1) for grants or 
  1.27  other transfer payments to school districts, other local units 
  2.1   of government, or other entities, or (2) for higher education.  
  2.2   The total of all allotment reductions under this section must 
  2.3   equal $10,000,000, which must not include any amounts which 
  2.4   would, at the time of the unallotment, reasonably be expected to 
  2.5   cancel or lapse at the conclusion of fiscal year 1995. 
  2.6      Sec. 3.  [EFFECTIVE DATE.] 
  2.7      Sections 1 and 2 are effective the day following final 
  2.8   enactment.
