  1.1                          A bill for an act 
  1.2             relating to local government; authorizing private 
  1.3             sales of certain county land in Goodhue county. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [PRIVATE SALE OF COUNTY LAND.] 
  1.6      Subdivision 1.  [SALE TO ADJOINING LANDOWNERS.] (a) 
  1.7   Notwithstanding the public sale provisions of Minnesota 
  1.8   Statutes, section 373.01, subdivision 1, clause (4), or other 
  1.9   law to the contrary, Goodhue county may sell, lease, or 
  1.10  otherwise convey county owned land that abuts Lake Byllesby to 
  1.11  adjoining property owners by private sale. 
  1.12     (b) A sale, lease, or conveyance under this section shall 
  1.13  be for the appraised market value of the interest conveyed, as 
  1.14  determined by Goodhue county. 
  1.15     (c) A sale, lease, or conveyance under this section need 
  1.16  not comply with Minnesota Statutes, section 373.01, subdivision 
  1.17  1, clause (4), except that: 
  1.18     (1) all iron ore and other valuable minerals, with the 
  1.19  right to explore for, mine, and remove the iron ore and other 
  1.20  valuable minerals shall be reserved to the county according to 
  1.21  Minnesota Statutes, section 373.01, subdivision 1, clause (4); 
  1.22  and 
  1.23     (2) no minerals or mineral rights shall be disposed of 
  1.24  except according to Minnesota Statutes, section 373.01, 
  2.1   subdivision 1, clause (4). 
  2.2      (d) A sale, lease, or conveyance under this section shall 
  2.3   be subject to reservation by Goodhue county of flowage easements 
  2.4   relating to water levels in Lake Byllesby. 
  2.5      Subd. 2.  [PUBLIC PARKS EXCLUDED FROM CONVEYANCE.] This 
  2.6   section does not apply to county owned land that is developed as 
  2.7   public parks. 
  2.8      Sec. 2.  [EFFECTIVE DATE.] 
  2.9      Section 1 is effective on the day following approval by the 
  2.10  Goodhue county board and compliance with the provisions of 
  2.11  Minnesota Statutes, section 645.021.
