A bill for an act
relating to natural resources; establishing a user fee
for horseback riding trails; appropriating money;
proposing coding for new law in Minnesota Statutes,
chapter 85.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin Pass required. new text end

new text begin While horseback riding on
a state trail or other state lands where horseback riding is
permitted, a person shall carry in immediate possession a valid
horseback riding trail pass.

new text begin Fees; validity. new text end

new text begin (a) The fee for an annual
horseback riding trail pass is $5. The fee for a three-year
pass is $15.

new text begin (b) The commissioner of natural resources or an agent
issuing a horseback riding trail pass under subdivision 3 may
charge a $1 issuing fee. The issuing fee may be retained by the
seller.

new text begin (c) Three-year passes are valid for three years beginning
the July 1 previous to the date of purchase. Annual passes are
valid for one year beginning the July 1 previous to the date of
purchase.

new text begin County auditors may issue
horseback riding trail passes as agents of the commissioner of
natural resources according to section 97A.485.

new text begin Disposition of fees. new text end

new text begin Fees from horseback riding
trail passes shall be deposited in the state treasury and
credited to the state parks account. The money is appropriated
to the commissioner of natural resources for developing and
maintaining trails for horseback riding.
