  1.1                          A bill for an act 
  1.2             relating to insurance; no-fault auto; regulating 
  1.3             priorities of coverage for taxis; requiring a report; 
  1.4             amending Minnesota Statutes 1994, section 65B.47, 
  1.5             subdivision 1a. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1994, section 65B.47, 
  1.8   subdivision 1a, is amended to read: 
  1.9      Subd. 1a.  [EXEMPTIONS.] Subdivision 1 does not apply to:  
  1.10     (1) a commuter van; 
  1.11     (2) a vehicle being used to transport children as part of a 
  1.12  family or group family day care program; 
  1.13     (3) a vehicle being used to transport children to school or 
  1.14  to a school-sponsored activity; or 
  1.15     (4) a bus while it is in operation within the state of 
  1.16  Minnesota as to any Minnesota resident who is an insured as 
  1.17  defined in section 65B.43, subdivision 5; 
  1.18     (5) a passenger in a taxi; or 
  1.19     (6) a taxi driver. 
  1.20     Sec. 2.  [REVIEW; REPORT.] 
  1.21     The commissioner of commerce shall review the impact that 
  1.22  changes provided in this act may have on increasing the cost of 
  1.23  individual policies of automobile insurance; decreasing the cost 
  1.24  of coverage carried by owners of vehicles used as taxis; what 
  1.25  percentage of taxi drivers carry workers' compensation coverage; 
  2.1   the distribution of injuries between taxi drivers and passengers 
  2.2   in taxis on an annual basis; the likelihood that the changes 
  2.3   will increase private market competition for insurers selling 
  2.4   coverage to taxis; and report to the chair of the committee on 
  2.5   financial institutions and insurance of the house and the chair 
  2.6   of the committee on commerce of the senate by January 1, 1996. 
  2.7      Sec. 3.  [EFFECTIVE DATE.] 
  2.8      Section 1, clause (5), is effective for policies issued or 
  2.9   renewed after September 1, 1995.  Section 1, clause (6), is 
  2.10  effective for policies issued or renewed after September 1, 
  2.11  1996.  Section 2 is effective August 1, 1995.
