A bill for an act
relating to children's mental health; appropriating funds for children's
school-based mental health grants.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; CHILDREN'S SCHOOL-LINKED MENTAL
HEALTH GRANTS.

new text begin Of the general fund appropriation, $....... in fiscal year 2014 and $....... in fiscal year
2015 are appropriated to the commissioner of human services for children's school-linked
mental health services. At least 25 percent of the new funding shall be targeted to
providers that can serve schools that have the highest percentage of special education
students categorized as having an emotional and behavioral disorder (EBD), high poverty,
or a high use of prone restraints. The commissioner shall ensure that grants are distributed
to rural and urban counties. The commissioner shall require grantees to use all available
third-party reimbursement sources as a condition of receipt of grant funds. For purposes
of these appropriations, a third-party reimbursement source does not include a public
school within the meaning under Minnesota Statutes, section 120A.20, subdivision 1. The
commissioner must consult with school districts that have not received school-linked
mental health grants but want to collaborate with a community mental health provider.
