  1.1                          A bill for an act 
  1.2             relating to higher education; providing for the 
  1.3             distribution of appropriations to the board of 
  1.4             trustees of Minnesota state colleges and universities. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [ALLOCATION OF APPROPRIATIONS; MINNESOTA STATE 
  1.7   COLLEGES AND UNIVERSITIES.] 
  1.8      For fiscal years 2002 and 2003, the board of trustees of 
  1.9   the Minnesota state colleges and universities must allocate 
  1.10  state appropriations to MnSCU institutions according to this 
  1.11  section.  For each fiscal year and within the limits of state 
  1.12  appropriations, the board must: 
  1.13     (1) first allocate to each institution an amount equal to 
  1.14  three percent of the institution's salary and fringe benefit 
  1.15  costs for the prior fiscal year; and 
  1.16     (2) if the board implements the allocation framework 
  1.17  approved at its December 19, 2000, meeting, the board must 
  1.18  allocate: 
  1.19     (i) to each institution an amount necessary for base budget 
  1.20  stabilization to prevent institutions from losing funding due to 
  1.21  a base budget reallocation; and 
  1.22     (ii) all remaining state funds to institutions according to 
  1.23  the approved allocation framework.
