  1.1                          A bill for an act 
  1.2             relating to agriculture; providing for loans for 
  1.3             certain manure processing and odor control projects; 
  1.4             appropriating money; amending Minnesota Statutes 2000, 
  1.5             section 17.115, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2000, section 17.115, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 5.  [MANURE PROCESSING AND ODOR CONTROL 
  1.10  PROJECTS.] Notwithstanding subdivision 2, paragraphs (b) and 
  1.11  (c), interest free loans up to $200,000 may be made under this 
  1.12  section to any resident of Minnesota for projects that process 
  1.13  manure and control odor.  Loans under this subdivision may be 
  1.14  used as a match for federal loans or grants.  Money from 
  1.15  repayment of loans must be deposited in the revolving loan 
  1.16  account for this program to be used for future projects. 
  1.17     Sec. 2.  [APPROPRIATION.] 
  1.18     $10,000,000 is appropriated from the general fund to the 
  1.19  commissioner of agriculture for fiscal year 2002 to be used for 
  1.20  loans under section 1.
