  1.1                          A bill for an act 
  1.2             relating to housing; providing temporary authority for 
  1.3             certain loans. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [HOME IMPROVEMENT LOANS TO PREVENT WEATHER 
  1.6   DAMAGE.] 
  1.7      Notwithstanding any rule to the contrary, the Minnesota 
  1.8   housing finance agency may make home improvement loans that do 
  1.9   not result in a permanent general improvement to the property 
  1.10  provided such loans are for the purpose of preventing damage to 
  1.11  the property from severe weather conditions that cause a failure 
  1.12  of plumbing, heating, or electrical systems, or that cause a 
  1.13  defect in the roof or foundation. 
  1.14     Sec. 2.  [EFFECTIVE DATE.] 
  1.15     Section 1 is in effect the day following its final 
  1.16  enactment and is effective until July 1, 1997.
