A bill for an act
relating to higher education; providing tuition assistance for state high school
graduates to attend MnSCU colleges; appropriating money; amending Minnesota
Statutes 2014, section 136F.19, subdivisions 1, 2; proposing coding for new law
in Minnesota Statutes, chapter 136F; repealing Minnesota Statutes 2014, section
136A.1201.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2014, section 136F.19, subdivision 1, is amended to read:


Subdivision 1.

Establishment.

The board shall establish and operate through
each campus a power of you program at Metropolitan State Universitydeleted text begin , Minneapolis
Community and Technical College, and St. Paul College. The program shall, to the extent
of available funding, make grants to eligible students

partnerships with high schools and school districts as part of the program. The board may
accept and expend private funding for the program.

Sec. 2.

Minnesota Statutes 2014, section 136F.19, subdivision 2, is amended to read:


Subd. 2.

Grants.

grants. A grant award shall be equal to the amount remaining after deducting the student's
Pell grant award and state grant award from the institution's tuition and mandatory fee
charges.

Sec. 3.

new text begin [136F.191] COLLEGE TUITION RELIEF.

new text begin A person who graduates from a Minnesota high school shall not be required to pay
that portion of tuition and mandatory fees at a community or technical college that is in
excess of the federal Pell grant and state grant that the student receives to attend that
college. A student must apply for a federal Pell grant and a state grant to be eligible for the
tuition relief under this section. This section applies only:

new text begin (1) to a person who enrolls in a college no later than the fall after graduation from a
Minnesota high school;

new text begin (2) for the first two academic years or their equivalent immediately following the
date of initial college enrollment; and

new text begin (3) only while the person is making satisfactory academic progress as determined
by the college.

Sec. 4. new text begin MNSCU; APPROPRIATION.

2017 from the general fund to the Board of Trustees of the Minnesota State Colleges and
Universities for the purpose of the tuition relief provided in Minnesota Statutes, section
136F.191.
