  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article IV, section 4; and article V, section 2; 
  1.4             providing limits on service as a legislator or as an 
  1.5             executive officer.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [PROPOSED AMENDMENT.] 
  1.8      An amendment to the Minnesota Constitution is proposed to 
  1.9   the people.  If the amendment is adopted, article IV, section 4, 
  1.10  will read: 
  1.11     Sec. 4.  Representatives shall be chosen for a term of two 
  1.12  years, except to fill a vacancy.  Senators shall be chosen for a 
  1.13  term of four years, except to fill a vacancy and except there 
  1.14  shall be an entire new election of all the senators at the first 
  1.15  election of representatives after each new legislative 
  1.16  apportionment provided for in this article.  The governor shall 
  1.17  call elections to fill vacancies in either house of the 
  1.18  legislature. 
  1.19     No person may be elected to serve a term as a 
  1.20  representative that, if served in full, would make the person's 
  1.21  entire service as a representative exceed 12 years.  No person 
  1.22  may be elected to serve a term as a senator that, if served in 
  1.23  full, would make the person's entire service as a senator exceed 
  1.24  12 years. 
  1.25     and article V, section 2, will read: 
  2.1      Sec. 2.  The term of office for the governor and lieutenant 
  2.2   governor is four years and until a successor is chosen and 
  2.3   qualified.  Each shall have attained the age of 25 years and, 
  2.4   shall have been a bona fide resident of the state for one year 
  2.5   next preceding his election, and shall be a citizen of the 
  2.6   United States. 
  2.7      No person may be elected to a term as governor, lieutenant 
  2.8   governor, secretary of state, auditor, treasurer, or attorney 
  2.9   general that, if served in full, would make the person's entire 
  2.10  service in that office exceed 12 years. 
  2.11     Sec. 2.  [SCHEDULE AND QUESTION.] 
  2.12     The proposed amendment shall be submitted to the people at 
  2.13  the 1996 general election.  If the amendment is adopted, service 
  2.14  pursuant to elections in 1996 and prior years shall be 
  2.15  disregarded in the calculation of the limitations that the 
  2.16  amendment provides.  The following question shall be proposed to 
  2.17  the people: 
  2.18     "Shall the Minnesota Constitution be amended to limit the 
  2.19  number of years that legislators and executive officers may 
  2.20  serve? 
  2.21                                     Yes .......
  2.22                                     No ........"
