  1.1                          A bill for an act 
  1.2             relating to government; regulating state and local 
  1.3             construction and infrastructure projects; regulating 
  1.4             the use of certain iron and steel materials; proposing 
  1.5             coding for new law in Minnesota Statutes, chapter 16B. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [16B.235] [PUBLIC CONSTRUCTION AND 
  1.8   INFRASTRUCTURE PROJECTS; PURCHASE OF IRON AND STEEL MATERIALS.] 
  1.9      Subdivision 1.  [DEFINITIONS.] As used in this section: 
  1.10     (1) "manufactured in Minnesota" means that all 
  1.11  manufacturing processes starting with the initial mixing and 
  1.12  melting through the final shaping and coating processes must be 
  1.13  undertaken in Minnesota; and 
  1.14     (2) "public entities" includes the state and an agency, 
  1.15  department, or institution of the state, any governmental unit 
  1.16  as defined in section 471.59, the state legislative and judicial 
  1.17  branches, and state colleges and universities. 
  1.18     Subd. 2.  [REQUIREMENT.] At least 50 percent of all steel 
  1.19  and iron materials used or consumed annually in construction and 
  1.20  infrastructure projects entered into by public entities or 
  1.21  financed in whole or in part by state or local tax revenues must 
  1.22  be manufactured in Minnesota using iron ore, taconite 
  1.23  concentrates, or direct reduced ore mined or produced in 
  1.24  Minnesota. 
  1.25     The manufacturing process for steel or iron materials is 
  2.1   complete, and a steel or iron product or component is produced, 
  2.2   when all grinding, drilling, and finishing of the steel or iron 
  2.3   material has been accomplished. 
  2.4      Sec. 2.  [EFFECTIVE DATE; APPLICATION.] 
  2.5      Section 1 is effective January 1, 2006, and applies to 
  2.6   materials purchased and projects entered into on or after that 
  2.7   date.
