relating to education finance; authorizing a grant for the Brooklyn Center
innovation district program; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

DISTRICT GRANT PROGRAM.

new text begin The innovative district grant program is created to
demonstrate a districtwide program designed to increase student performance, eliminate
the achievement gap, and boost graduation rates in Independent School District No. 286,
Brooklyn Center.

new text begin The innovative district grant program components
include:

new text begin (1) reducing class sizes to provide individualized instruction;
new text end

new text begin (2) expanding after-school and summer school programs;
new text end

new text begin (3) strengthening service learning programs;
new text end

new text begin (4) integrating technology fully into the curriculum;
new text end

new text begin (5) raising the rigor of the curriculum;
new text end

new text begin (6) expanding mentoring opportunities;
new text end

new text begin (7) strengthening parent education programs;
new text end

new text begin (8) extending the AVID program to students in grades 5 through 12;
new text end

new text begin (9) training staff on diversity matters; and
new text end

new text begin (10) expanding literacy efforts by strengthening reading and writing programs.

new text begin Independent School District No. 286, Brooklyn
Center, must submit its innovative district plan to the commissioner of education. The
commissioner must accept or modify the district plan within 60 days of receipt of the plan.

new text begin Independent School District No. 286, Brooklyn
Center, must submit a report by January 15 of each year to the education committees of
the legislature documenting the district's progress in meeting its program goals under
this section.

new text begin $945,000 is appropriated in fiscal year 2008 from the
general fund to the commissioner of education for a grant to Independent School District
No. 286, Brooklyn Center.
